Phase 1: Preliminaries (Duration: 3-4 months)

  • Analysis

    • Issue of Existing Conditions: Share the existing conditions documentation with the project team.
  • Schematic Design
    • Preliminary Sketches of Flows and Usage: Develop preliminary sketches illustrating flow and usage patterns.
    • Staff and Consultation: Engage project staff and consultants to refine the design concept.
    • Concept Design Presentation: Present the concept design to stakeholders for initial feedback.
  • Consultation
    • Revision of Concept: Incorporate feedback and revise the concept design as needed.
    • Final Presentation to Council: Present the finalized concept design to the Council.
    • Community Presentation: Engage with the community to gather input and address concerns.
    • Feedback – Approval: Obtain feedback and necessary approvals from stakeholders.

Phase 2: Design & Approvals (Duration: 6-9 months)

  • Design Development
    • Issue of Full Preliminary Set of Design Options Chosen: Distribute the selected design options for further development.
    • RFQ – Request for Quotation to Consultants Necessary for DA: Request quotations from consultants needed for the Development Application (DA) process.
    • Design Process with Weekly Workshops with Consultants: Collaborate with consultants through regular workshops to refine the design.
    • Presentation: Periodically present the design progress to stakeholders.
    • Waverley Council Feedback: Incorporate feedback and suggestions from the Waverley Council.
  • DA Preparation
    • Preparation of Final DA Package: Compile all necessary documents for the DA submission.
    • Final DA Package Presentation: Present the final DA package to the Waverley Council.
    • Waverley Council Approval: Obtain the necessary approvals from the Council for the DA.
    • Lodgment: Submit the DA to the appropriate authorities.
  • DA Process
    • Planning Officer RFI’s (Requests for Information): Address any inquiries or requests for information from planning officers.
    • Consent: Secure consent for the project.

Phase 3: Post-Consent (Duration: 2-3 months)

  • Construction Certificate
    • RFQ for PCA (Principal Certifying Authority): Issue RFQ to select a PCA, and obtain a checklist of requirements for the Construction Certificate (CC).
    • Design Revision to Meet DA Conditions Prior to CC: Make any necessary design revisions to align with DA conditions.
    • Presentation to Council: Present the updated design to the Council.
    • Issue of Formal RFQ to Consultants Involved in Post-Consent Phase: Request quotations from consultants for the post-consent phase.
    • Issue of Package for CC: Compile builder’s reports needed to retrieve CC.
    • CC Granted
  • Tender (IFT – Invitation for Tender)
    • Issue Set as EOI (Expression of Interest): Begin the tender process by issuing an Expression of Interest.
    • Reception and Pre-Qualification: Evaluate received expressions of interest and pre-qualify potential contractors.
    • Discussion with Council About Potential Value Engineering: Engage in discussions with the Council regarding potential value engineering opportunities.
    • Implementation of Changes (Possibly Trigger S4.55): Implement any necessary changes, which may trigger a modification application (S4.55) if required.
    • Design Workshop with Post-Consent Consultants: Collaborate with post-consent consultants to finalize the design.
    • IFT – Issue for Tender (CD Docs @ 70%): Issue the construction documents for tender, with documents at 70% completion.
    • Tender Reception Time: Receive and evaluate tender submissions.
    • Value Engineering Workshops: Conduct workshops to explore value engineering options.
    • Recommendation: Make a recommendation for contractor selection.
    • Builder Engagement: Engage the selected builder for the construction phase.

Phase 4: Construction (Duration: Ongoing during Construction)

  • Construction Documentation (IFC – Issue for Construction)
    • Builder Workshop: Conduct a workshop with the builder to ensure understanding of the project requirements.
    • Issue 1 – Site Setup and Early Works: Issue the first set of construction documents related to site setup and early works.
    • Issue 2 – Structural Works and Envelope: Provide the second set of construction documents covering structural works and building envelope.
    • Issue 3 – Specific Areas (Interiors and Landscape): Issue the third set of construction documents focusing on specific areas, including interiors and landscape.
  • Construction
    • Fortnightly Meetings: Conduct regular bi-weekly meetings to monitor construction progress.
    • Ad Hoc Request and Clarification from Builder: Address any ad hoc requests or seek clarifications from the builder as needed.
